How to get a Filming Permit in Turkey

Filming in Turkey requires a filming permit—a process that can be tricky to navigate. It involves coordinating with local and international authorities, handling official paperwork, and overcoming language barriers.

Type of production?

Depending on your outlet and the type of production, you will need to apply for either a temporary press card (if you are reporting news, go to Step 2).

For documentary, commercial or entertainment productions, you will need a filming permit, which is a different process.

News Productions

To apply for a temporary press card, please complete the online form below and submit it with all the required documents.

Get a press visa

Once approved, you will need to make an appointment and go in person to your nearest Turkish consulate or embassy to obtain your press visa (Fee: ~200-300 EUR per person). Upon receipt of the press visa, you will be able to enter the country. The process usually takes minimum 5-8 working days. Rare exceptions may be made for breaking news events.

Pick up your Press card at DoC

Pick up your temporary press card at the agreed-upon office of the Directorate of Communications (DoC). Ensure that the dates of validity are accurate. Expired cards are not usable.

Filming Permit for Non-News

In Turkey, film producers and directors looking to produce content that is not related to news, such as documentaries, feature films, television films, television series, television programmes, short films, video clips or advertisements, are required to apply for a filming permit from the Directorate General of Cinema. According to the regulations, there must be at least one Turkish national acting as a fixer during the production. First step: Fill out the detailed form below. Once completed, it takes around 5–10 working days to receive a response.

The general permit is only the beginning

Once you have the general filming permit, we can proceed with the next applications! That's right; the general permit only allows you to apply for the next ones. Now, we need to apply for permits from the governor's office in each region where you plan to film. This process takes an additional 4–6 business days.

 

The first two permits are free of charge, but the fixer named on the permit must accompany you during production.

Almost done!

Finally, with the general and governor's permits, you can apply for the next permit from the municipality. If you wish to put up a set, you will need to apply for additional permits from the local authority and the police. These permits are often obtained in person and can take several days. Depending on the city, location and size of the set, these permits are for free or charged by the hour or day.
